http://www.designerduo.com is very nice! I'd suggest getting a logo and template from them for around $100 or a little more for your budget.

I know they did Mike's site: http://www.webauthorities.com so that might be a better example of a site in action specific to a purpose :) It's damn fast loading given the detail..
