Check other sites for ideal prices and packages. Then, try to cut their prices by at least 20%.
On a side note, Your english needs some brushing up on.

What are the ideal reseller packages?
Ideal Reseller packages are the packages that include everything... such as 1GB + Storage Space / 20GB + Bandwidth, Nameservers, Ips, unlimited FTP/MySQl/Email etc Everything and anything basically. Check out the likes of Imhosted and MCHost to get a clear idea of what I'm talking about.

See above.

Get in on the competition. Prices means alot when selling resellers, but your price also depends on your support.. i.e.. Crap unsupportive hosts offer the likes off 'Unlimited' Space and Bandwidth at the same time of offering very cheap prices, while Good Supportive hosts charge reasonable prices which won't break the bank. Do what dreamHOBO said. :)
What should the signup/setup fee?
Setup Fee... most people like to get a free set up fee. Sign Up fee is up to you. Use the above information.
On another note... If your interested in setting up reseller hosting I recommend you to think agai, because if you where serious about setting up reseller hosting you could have been able to answer your questions for yourself. :)

Most resellers want the bulk packages, good support and good uptime.
Low prices but make sure you make a decent profit or you wont survive.

Horrible advise.
Charge as much as you think that your work worth, do not enter in a price fight, WHT, its a place where you can find the most unrealistcs request, and not only that, there's allways somebody who will give them an offer :)
