Why don't you check out websites like scriptlance.com, getafreelancer.com and so on. These has freelancer designers/programmers who are likely to get the job done professionally and probably at half the price offered by other companies.

They even have rating systems like Ebay so you can really gauge their work based on their past projects.

I would strongly caution staying away from the mentioned sites. You will certainly find someone to do work at "half the price", but you will most certainly get what you pay for.

I can't tell you how many times I've taken one of those "professional" designs a dissatisfied client has brought me and had to start from scratch in all aspects of the process - from complete redesign to coding.

Ultimately, I guess it depends on the type of project you have and how much you want to invest in it's creation. If it's an identity for your business I would strongly caution to do some intial research and get previous work from anyone, especially from scriptlance and getacoder, but try to find a local designer, or even a small ad agency. You'll be surprised what a bad design can do to your business bottomline.

If it's just something for an affiliate site or a quick template or something, those sites wouldn't be too bad, but again you always get what you pay for.
