What you are asking is not quite clear.. you mean you want to start your own shared hosting company? I suggest you start on getting a reseller account and then go up from there..

I would recommend writing a business plan. Getting all the hosting system and billing system set is only one part of the equestion. How will you handle operations - support, system maintenance. Who is your target audience? And how will you market to them? How fast do you want to grow? Who is your competition? ...etc.

I would highly recommend not jumping into it without thinking through the entire enterprise.
