2 domains 1 site via htaccess ???
I have installed gallery on 1 of my site, I want another domain to re-direct to the the gallery site but I want the locations to show as the new address.
i.e if my site is site1.com - gallery installed
additional site - site2.com - no pages, add htaccess
site.com/gallery must look like site2.com/gallery
I want to do this as some of my members are unable to load the main site, i.e site1.com from their location

You need to point both domains to the same folder on your server. In some control panels that is called domain parking.
Make sure links on that site does not have absolute URLs so it does not happen for site2.com to link to site1.com. This is done on the gallery script level.
It might be worth exploring why site site1.com is not accessible to some users.

well it seems there was some fraudalant transaction to godaddy from one of such location so there might be a possibility of godaddy blocking that ip address from locating the site. The rest I got no idea, as the are not regulars at my gallery to be contacted.

It uses lxadmin, when tried via pointer domains feature it displayed the following error:
domain_already_exists_as_virtual [mysite1.com]
Do I need to enter in mysite1.com - add pointer domains to site2.com ?? or in mysite2.com to mysite.com1 in pointer domains, as the second gave the above error

I did not understand what IP address you believe GoDaddy is blocking. If it is the IP address on which site1.com is hosted, then it's possible site2.com would also be blocked because it is likely you're using shared IP address. If I were you I'd explore further where exactly the problem is.
I'm afraid I didn't use Lxadmin in a production environment so it would be best if someone else would answer you on that question. After setting both domains, go to both sites and if the same content is displayed - you did the job right.

As one user stated, yes this is called Parked Domains. If you have Cpanel for example, this can be done very easily in your Control Panel
As far as htaccess, I know how to redirect bt not to "mock" the domain. parked domains are the best answer
