I noticed some 3U or 4U server case can hold up to 14 X 3.5 Hot Swap drive bays (IDE) e.g. http://www.rackmountpro.com/8productpage.cfm?prodid=802&u=RM3U3D-IDE-460WRPS.

But normally, a pc can connect 4 harddisks. If you want to add more, you have to get a raid card.

So my questoin is, am I need to add raid card to these 3U or 4U server if I want to have 14 harddisks?

Yes. Take a look at 3ware's, they may 8-channel RAID cards and you can put multiple cards in the same server.
