If you are just starting, I'd suggest you to use Reseller Hosting right now till you get a grip of the business. With reseller hosting, you'll not be responsible for managing the servers and you can concentrate on getting more customers and providing better support (if you've not hired technical support guys). Once you outgrow reseller plans, you can move to VPS.
Good luck!

If you have a little budget purchase a reseller hosting. It is better than VPS I think.

As Rick said if your just starting out a reseller account will be perfect and as you grow you can move to a managed vps and dedicated server.
Make sure you choose a host with a good upgrade path so its easy for you and your customers and make your choice carefully as your business will depend on whom you choose.

Same opinion from my side also. Always better to start with reseller and after building up your business go for other plans. Best of luck. :)

I'd start with reseller hosting and upgrade only when I could afford a higher end VPS. That is if you're really keen on "upgrading", for there are quite a few resellers that use multiple reseller accounts, sometimes with multiple hosts. They keep their eggs in different baskets and they can focus on the things they're really good at, while the hosts do the server managing stuff.
Be careful when it comes to costs though. $30 is not all you need to start a hosting business. ;)

I would start out with a reseller account. Then as you grow bigger move into a VPS. Also, reseller account usually some with more goodies like free billing software (WHMCS or ClientExec) or even an SSL.
All the best,
