While US based hosting may be off limits for you, there should be other places on the globe where you could host, though things can change rapidly (either way) depending on political developments.

You need to seriously first consider the geographical location of your targeted audience and what type of internet access is normal where your primary audience is (dialup or broadband)? You also need to think of what type of content you're serving - is it "heavy" (video/images) or "light" (html/simple php) content?

If heavy, you want to get a server closet to your audience for optimum network reliability but you also want to be able to afford the bandwidth consumption as bandwidth will fly by fairly quick.
If the majority of your audience is overseas, they most likely have broadband and this is where you want to get a server based.

Try monitoring your access logs for the next 2 days to determine where your visitors are connecting from to get a good idea of what exactly you're looking for.

I think 80% of audience must be there in Iran
and i have users with both of dialup and broadband.

Content of serving must be something between heavy(may one of them) and lights(most of them)
