Yes, your budget is too low. I frequently see hosts offering similar plans at these prices but they have reliability issues or they close shop after some time...

You simply cannot beat KnownHost, InnoHosting or LiquidWeb for thier reseller plans - all are great companies, reliable servers and amazing staff...

You'll have to bump your budget to at least $30.00/mth in order to get anything close to that though.
