You will easily find Windows hosting + MySQL, but I am not sure if there is ASP.NET Shared Host supporting Ruby-on-Rails. If not, you should consider about VPS solution.

Are you certain that you want to host Ruby on Rails on a Windows Server Environment? If it runs as well on Linux, maybe you can explain why you would want to host it in that combination.

I also agree. Windows Servers suck...Linux is a much more stable server environment. Usually if you find a cPanel host they will install mod_mono for you with ruby on rails included in your web hosting package.
