my budget is ~ 500$ or so

I'm looking for a custom billing script, which is well-documented, so it can be added/changed at will by anyone.

It will need to interact with the cPanel API (cPanel/WHM), OpenVZ (essentially needs to send SSH commands), Paypal and 2Checkout.

Further details upon contact (via PM). Some stuff will be unique. I also need a very strict timetable for this project, as I am sick and tired of paying and having delays by multiple programmers.

500 is WAY too low for a custom billing script.

only, maybe, something VERY basic to automate your billing and account creation somewhat, and even then it may fall short in payment gateway implementation.

500 would get you a decent off the shelf script though.

i can do this. but i am not familiar with the other API besides paypal.
