Welcome to WHT. :) To start a thread in the advertising forums (the only place that you can promote your services here), you need to have 10 quality (non-fluff) posts and 7 days of membership. Free advertising is a benefit to members who contribute to our community.

You have to have been a registered member for x days (7 I think), and have a certain post count before you can post in the advertising section.

Thanks for letting me know. But how do i become a premium member? i pay? if i do i can post on those forums early?

Information on Premium membership is here (http://www.webhostingtalk.com/premium.php). Premium members require the 10 posts / 7 days like other members.
