I have a client who is looking to host a number of sites on a machines that is operating on an IP only basis, with no server name.

You can serve your subdomain(s) different server(s) ;) Like Yahoo! style, But you have to talk first with your hosting provider they support that. You can use for first server ns1.domain.com ns2.domain.com and main account. ns3.domain.com ns4.domain.com should be used for second server and subdomain. That would be partial hosting.
