I am looking for a low cost switch that allows me to specify port bandwidth. Ideally, I would be able to specify a number in kilobits, not just standard 10mbps/100mbps capping. Could someone suggest a few models and the approx cost for such switch or switches.

Foundry FastIron or Extreme Summit. They both can be found on ebay for +- $1000.00

a Summit 24 or a summit 48 would work great, both have gige ports and 10/100 ports. But you might have to purchase a full layer 3 license for the capping.. but I don't think you'll need it.. Extreme rules though :)
