You should check the PHPBB homepage there are some pretty nice ones there and their free... ;)

You may want to contact Nick Mahon, he is a really good designer and it well versed with phpBB from what I have seen. I knew his website but it seems to have slipped my mind, although he is a user here at WHT I do believe, you should give him a contact.

They are not hard to make at all. Don't see why people make a fortune off them.

It is not that they are hard, it is more over the amount of time *some* place into them as well as who you ask to do the design. Certainly someone well known is (probably) going to charge more than one trying to get their name out.
