I dont think ou would be able to find a reliable reseller host for 17.96$ according to the specification that you have mentioned.

Surpasshosting may be one of the best choice for you. But the features that you need must be overselling ratios.

I would disagree - not all oversellers, fall into those trends. However looking at his plan details, I would agree that the cost of the plan specs, doesn't add up, and he is not charging enough.

I can tell you that by owning hardware, a businesses overall costs are lower, and in turn they can offer more to the clients.

Overselling is a gamble however, especially if your dealing with a quick get your money company.

On topic, and towards the OP - suggest you either raise your budget, or lower your needs. I know 20gb space and 400gb transfer is going to run you roughly $30/month from what i've seen.

For 40GB Space and 400GB Bandwidth you need to raise your budget so much I'd suggest it might even be worth going vps/dedicated.

If you get a reseller account with those specs for anything under $50, you should take a good look at how much bandwidth costs and space on decent spec servers.

If you can raise your budget to $35 per month, you can get reliable reseller hosting from hostgator.com They are very famous

Yes, that is true that owning your own hardware means you can provide more resources to your clients. You are able to provide more diskspace but are you also able to provide more bandwidth at the same time? Bandwidth isn't cheap even if you colocate or rent a server.

With that much required resources I would recommend upping your budget and getting a VPS or a low end dedicated server.

It is likely that you'll need to at least double your budget (or halve your requirements) to have somewhat reasonable chances at finding a decent reseller host. Even so, you'll be getting quite a bargain.

And they haven't had any downtime as far as I know.
