It looks like you have a pretty good connection to your first hop. The above is saying that you sent a 38 byte packet to helios.ee.lbl.gov and it took 19ms to get something back, then you sent another and it took another 19ms to get something back, then you sent another one and got something back almost instantenously. Either the server at helios.ee.lbl.gov was already expecting a 3rd packet and had sent the response prematurely or you have a good connection to helios.ee.lbl.gov. Or another possibility is that there is a software hiccup with your traceroute software.

Do always, send three packets and check the perfromance and
Packet size for all the hop is 38 byte.
