Im planning on using whm and cpanel3 in the near future and want to give out reseller packages. I would like to know what the resellers can and cant do.

If you have a request I would send it to the cpanel team and they could look into adding it. Yes, each of those capabilities can be toggled on or off for your resellers, assuming your own WHM account provides you with the privilege of creating and editing resellers.
