I've been using GoDaddy hosting for years. Not because I thought it was good, it just was dirty cheap at the time and I knew that they were a reputable company.
However, I'm ready to try something else.
I'm looking for a cheap, reputable windows host that will allow me to use ASP.net and PHP. (aka, my two favorite languages)
I'm not afraid of oversellers. I have been using GoDaddy afterall. However, I would like something a little higher quality and not famous for their lag times and excessive server load.
Any ideas? I'm not hard to please...
[Note, I'd prefer not to receive PM's with people pimping hosts that they manage or have reseller accounts with. But, if you must, at least give me the courtesy of letting me know that up front. :)]

PremiumReseller (http://www.premiumreseller.com) not dirt cheap but quite reliable with good performing servers.

I am hosted with www.softsyshosting.com. I find them great, and the support is awesome. There not cheap, but they are not expensive either.
I've never experienced my site have downtime, even when there was a scheduled maintence email sent out.
Check out there MSSQL plans. They have ASP.NET/MSSQL + PHP/MYSQL so it satisfies your needs.
Also note that most Windows host will have PHP on it. Unline ASP.NET, Php actually runs pretty well on a windows server and there should be no reason a windows host shouldn't have it. Especially when its free.

my domain is www.dailytip.net.
I suggest you shoot rick an email and see how long it takes for him to email back. And check the quality of his email. Then you can make the decision.

clifgrifin,
Dirty cheap generally does mean overselling! you will know first hand.
For quality service you will pay more, but am sure you would prefer a host who does quality over quantity.
What is the budget that you have in mind?

An experienced person will be able to identify overselling correctly. Here is a "Fact" of our service quality with regards to your statement:

I wouldnt call softsys hosting to be overselling. Right now I might seem like I work with them, but its just the reality of it. I am hosted with them. My site probably had some downtime on the maintenence days but I did not notice it. Support is very quick.
Again, the best way is to try them out yourself. Shoot them an email.
