I found a website in regards to CP+ Panel, the thing is that the panel is not in the market for sale anymore, does anyone have more info in where to buy the license key or anything else?

why would you buy a panel which is not in the market anymore?

the latest news on their website is 14 May 2007, which is one year old.

Do you have that panel already installed in your server and you need to renew the license or any issues etc? If no, then why you're looking for a panel that is not in the market. If looking to install a panel in the server, go for any free panel like webmin which is available in the market.
