I have set up my server.(I think) I want to host a website that everyone can see on the internet and I have adobe cs3 master, and I was wondering if somebody could please help me go through the steps I need to take to host a website.

Is it a single website you are going to display or is there plans for hosting more than 1 website?
You need to decide if you want to use the standard web setup of the server to host a site or if you wanted to get a little more in depth you could use a control panel which can make things a little easier. For example Plesk.

I suggest checking out some shared hosts that cost less than $10/mo which should not be hard at all to locate. You can even go with a free solution, since it seems like you are more looking to test out your design skills.
Either way, you shouldnt have any trouble finding a host to suit your needs. http://www.webhostingtalk.com/forumdisplay.php?f=4 would be a great place to start. I suggest doing some research on the host you are interested in before actually going with them (utilizing WHT's search feature can be a life saver).

You could try something like DotNetPanel this will help you setup websites in IIS.

About the dotnetpanel. Since I already have a server, can I use the free version and not pay the 150 dollar fee for a remote server license.

About the plesk, I don't see the one free domain on their website. Can you give me an exact link and exactly how does that work.

First you need to know what webserver will you be using - will it be IIS or Apache for instance. IIS is the standard Windows web server and Apache is cross-platform - and is the most popular web server actually. If you are going to use a control panel - for instance Plesk - then IIS will be used, otherwise I would suggest apache. Also you need to know whether will you be using databases for your site or not - if yes then you can use MySQL,PostgreSQL or any other database server that you might find for your website.
Actually there are many aspects which need to be considered here thus I would suggest that you get someone who actually does any king of hosting/system administration jobs to help you and explain what and where should be done here.
