Since I am newbie,
How hosting people assign IP address. How do they generate?
Does Ip addrress create from data center? Just curious.
Give some basic idea that would be great.

They are not created by ISP(s), but are delegated from Icann (http://www.icann.org/) to the various ISPs.

I mean like when you get dedicated server they assign like 10IPs right, you mean ISP of dedicated server?

ICANN is a body which controls the allocation of blocks of IP addresses. Without such a body, you probably might get tons of duplicate IP addresses which would chaos on the internet.
Okay, the Data center would receive several blocks of IP addresses and from which would in turn allocate it to you when you rent a dedicated server from them. As long as you are with them, you get to keep those IP addresses. When you give up your hosting with them, they would release it for someone else.
ICANN only provides support and coordination between the IP registries. E.g. ARIN, RIPE, and APNIC.
