Has anyone signed up for my.register.com
It seems to be one of those services too good too be true - no upfront fees, no payments, custom site design and they simply give you comission on registered domains.
Are they any good?

No - and I have not even bothered to look.
Untill Register.com stops stealing it's customers expired domains I'll avoide them totaly. 2 of my customers have lost of their domains to register.com - I don't need a 3rd to remind me why I left register.com. The only worst reseller program is NetSol's - you might want to avoide that one to.

Exactly the way my.register.com does. Are there any others that work that way?
I will admit the netsol one is quite bad. The register.com one at least lets you set the prices and support and stuff.

Best 3 I have found to date are eNom and openSRS.
Ok, Ok - also Star*Gate - but their API is only ASP
Billing by the regisrar however does cost extra. If you think you'll sell a lot of domains it may be worth your while to check up on 3rd party merchant accounts.

Dotster will do that -- see ir.dotster.com for details. You sign up as a reseller, you can templatize your pages with custom headers and footers, they handle the billing and cut you a check when your account reaches $50 or more (I think).
