I am looking for a Provider so that I can tunnel my webtraffic.
This is the only thing I would like to do with, so I only need a quick connection and maybe 20GB Traffic/Month.

You would probably be best off getting yourself a cheap VPS and running your SSH session through that

Normally shared hosting companies will provide you the Jailed Shell but not the root access.

would JailedSSH Access work for you? i assume it would do :)
have a look around at some hosting plans that you like on linux and ask your provider if they will give you jailed SSH Access if required.

Found them while trying to find datacentres that are local and they are the closest to me.
But I chose to go with Rapidswitch in the end so I havent actually been a customer of them.

Root access wouldn't be required for tunneling. I could imagine, however, that hosting companies might restrict outgoing connections from SSH, for security reasons and spam prevention.

1and1's shared hosting got ssh, however tunneling won't really work. Perhaps the cheapest linux vps that they got.
