I want to gather information on Windows Licensing to provide windows VPS services in our VPS line.

Can some one point me an URL / right direction?

You need to sign up to the Microsoft SPLA licensing scheme through one of their partners...you must have this before you can legally offer any Windows servers.

Google for 'microsoft spur' and you'll find the relevant documentation.

Kris' advice is right on. You can also check with the company providing your dedicated servers (assuming you're utilizing dedicated servers for the VPS hosting) -- your provider can probably point you in the right direction or put you in contact with the right people.
