I own a webhosting company that should be open soon. On cpanel you can select a theme you want to use.

My question

How do i create my own Cpanel theme, like Bluehost have.

Its not so much a theme, its callecd Branding.

In your WHM look for Cpanel Branding. That will show you the default cPanel images and gives you the chance to upload your own instead of that image.

Just like any template you can modify and change the default buttons and logos to suite your needs.
