Hello,
I am looking for a recommendation for a new Host.
I currently have a dedicated server at Rackspace. I love Rackspace, but I am looking for something a little more affordable (Currently $386/Month). I also spend too much time managing the server.
I currently use:
About 20 GB of disk space.
Less than 100 GB of transfer per month.
Here is what is important to me:
Great Support!
I want 24/7 telephone support!
Uptime and Speed
Reliability
php4
MySQL 4 or 5
suPHP or equivalent
I need to move over about 20 ssl certificates (goDaddy turbo SSL)
I will need an IP address for each ssl cert
unlimited MySQL
Remote MySQL access.
It would be nice to have a MySQL user with create rights.
I have looked into Mosso (I like the idea of clustered hosting), but they said that the GoDaddy SSL certificates were not root level certificates and would not work on their system.
Any recommendations would be appreciated!

20GB of disk space and phone support on a reseller will limit you somewhat. Have you considered a VPS? May give you some more options/control. The only resellers that meet your specs and have telephone support that I can find (quick search) are Hostgator and Hostnine. My use of these guys is not very current so I can't speak of how good they are right now so do your own research.

You should have a look at the offers forum. Many hosts listed with some decent promotions. Write down those you find meeting your requirements and then send off a few pre-sales questions as well searching for reviews. Eventually deciding upon the host which you liked most.

I have heard good things about Liquidweb. Prices are lower and they offer managed servers.

Liquidweb does offer a product that would meet your needs. Your better off to get a VPS. A VPS with what you need will run around $60 a month at LW.
You can get it for less too if you look at the VPS section. Considering your currently paying almost $400 a month, I think $40-60 is a reduction in cost :)

IH-Rameen is dead-on. Check out the offers, I got a nice discount off my hosting with Eirca that I would have missed had another member not pointed me to that forum. He's also right on about the pre-sales questions. Be as thorough as you can, ask them about everything that concerns you with a web host. In-depth pre-sales questions will tell you a lot about a host, and sometimes will reveal potential pitfalls to you.

See one possible problem with your request; you request PHP4 you are aware this is EOL ? (End of life). All other requests should not give you much of a problem.
If you do not want to run into resource troubles you might want to look to a cheaper Dedicated, or a Semi-Dedicated solution.
