We are soon-to-be interested in selling website templates on WHT and has some questions before doing so:

Do fully-operational templates sale best or do normal templates (just the graphics, no coding)?
For a fully-coded website, what is EXPECTED to be included?
Do pure Flash templates sale well?
Do Flash/swf headers sale well?
Do Flash Intro Productions sale well?
What's the average sale price for a fully-operational template?
What's the average sale price for a normal-graphics template; non-coded?

Also, not sure if it is okay here but is it possible to re-sell vB leased license on WHT? It has over 9 months left in its time and I was curious if it is possible to sale, and where, so it doesn't get wasted.

A coded template probably will sell a lot easier than just an uncoded design. From a template sale, i'd expect a few pages (main / sub pages) along with the PSD and maybe fonts used too.

Try poking around in the design offers section to see the average prices are for templates / what sells well. Prices also very well depend on the quality of the site you're selling.

As for your VB license, make a tread in the advertising forums, just open a support ticket after to verify the license. See the knowledge base (http://www.webhostingtalk.com/helpdesk/index.php?_a=knowledgebase&_j=questiondetails&_i=13)
