Doing a Who-is on a specific website of interest shows the website being registered @godaddy and the Registrant being Domains by Proxy. The actual website is "parked" and that is the status the who-is lists it as. Looks like data created in 04 and expires in 08 with it being parked the whole time. What steps would I take to find out who owns this site?

have you tried the email address?

If the domain is example.com, then the associated email address is example.com@domainsbyproxy.com. This email address is redirected to the owner's email address.

But don't expect a fast answer, it is possible that you'll never get an answer.

Just email the owner of the domain and explain your intentions.

If they don't reply then there's nothing that can be done. Except googleing the domain and see if someone has talked about it on the web somewhere.
