I'm looking for a backup service provider with the following requirements.
Minimum of 10GB Storage
Minimum of 15GB Bandwidth
-Able to Upload files via FTP
-Must have a tool or something, so it will only upload files that has "changed' after the inital upload.
I'm testing out Mozy using their free 2gb service.
it's pretty much what I want, except they dont offer FTP.
To upload only changed files try rsync .
bqbackup.com uses r1soft which is an excellent remote backup solution. It integrates with control panel, even multiple daily backups possible.
What is your budget?
I recommend you to have a look at BurstNET backup and storage. ;)

We had a trial period where we allowed customers to use R1Soft if they specifically asked for it by name, but we decided to end the trial. We are not adding R1Soft accounts at this time.
As always, Rsync is supported, and it's what most of our customers use.

Regarding Rsync?
Would it only upload changed files?
I dont want to keep uploading the same thing all over again.

Yes, cwRsync is a Windows packaging of Rsync.
