Most every host has front page extensions installed on their servers, just ask whom ever you host with to make sure. That is all you need.

The server host must have the licence.

No, and no.

You might want to click on "Help" in your FrontPage client and read about publishing a web site. Basically there are two methods, HTTP method and FTP method.

If the server does not have the FrontPage/SharePoint extensions installed, then you'll only be able to use the FTP method, which will not allow you to use webbots and other features on your site.

If the site has FrontPage extensions installed, you'll be all set and can use either method, although HTTP method would be recommended.

You will not need to license it to use it to publish your web site.
