Most of the reseller hostings already provide these tools(free billing software, site builder, Fantastico... etc). I recommend Hostdime or Surpasshosting. If you read the reviews on WHT when you can find more reliable hosting providers.

Both Hostgator and Innohosting do not have anything similar to Resellerspanel
It's a completely different business model.

I went with Host Gator but then decided I wanted and needed unlimited hosting and ditched HostGator and went with another company Ace4Space, which offer me unlimited hosting/ shared accounts and reseller. One thing they don't offer is a free WHMCS licence, but I decided to buy an owned licence from LicencePal.

thanq for replies. I don't need those limited space hostings like hostgator and innohosting. I need very simple plans like resellerspanel. hostdomainzone is ok, but what are the features of plans I could resell? Can I build my own plans like resellerspanel? I am looking out of resellerspanel only beacause they are currently not allowing api and i have to wait one month to get money. So I need that typeof hosting.

I used them a while back and thought it was decent, there is also the RackSpace product that is similar called Mosso at mosso.com.

Visit godaddy.com, grab a reseller account and sell hosting.
You can resell all plans listed at a markup price.
