Hey I know that if you're a reseller you can put limits on the space/bandwidth that people can use. However, it requires that they have their own domain or subdomain. If I were making a site where people could make blogs and had a url like www.mydomain.com/username, how would I put bandwidth/space limits on such a directory? Anyone know of any capable software that can do that?

If your using a reseller account you have the ability to create multiple accounts. WIth those multiple accounts you will be able to limit their features, subdomains, diskspace, bandwidth, addon domains, and more. I believe most control panels offer this features. I would recommend using DirectAdmin or cPanel since it sounds that you aren't too familiar with control panels.

With reseller privileges you can create a separate account for each domain name or subdomain that will allow you to limit disk space/bandwidth for each domain/subdomain. I'm not sure about Directadmin but cPanel has such ability and it's easy to learn how to work with this control panel.

If your going to use wordpress multi user for your blogging software you can limited diskspace for each account in your wp-admin panel.
