1) Why doesn't Plesk allow clients (a.k.a. resellers) to oversell their web space and bandwith?

Because you cannot allocate more resources than available. it is stupid.

Cause otherwise they would need to administrate how much you actuyally sold and how much resources are still availible. . .theoraticly speaking your server could burst as soon as all clients start using what they paid for, and plesk will have trouble then . .so I figure they don't allow it to prevent problems like that ...

Yes, and Linux quotas would get very confused :)
