I am setting up a web site for business reasons , I have been contacted by www.businessinternetdirectory.com and for a priority listing which will cost 149 + vat they put me above all the free listings. Question, has/is anybody used this service, can anybody find out if this is not a scam ?, please advise.

I would not pay them a dime, you better use your budget resources on the big search engines, i.e. google ads and take care your site is developed well so it gets the right ranking.

Basically if you are looking for paid links, you'd be better off to distribute the 149 over a bunch of SEO friendly web directories with PR, you'd come out with way more links than this directory in question would give you
