Hi I am looking to improve my web design skills just basically by fiddling. I am looking for the following:

The Best FREE website creating software for doing HTML
The Best FREE software for creating the images for the site (I am looking to create 3D looking banners and graphics etc.)
I dont know if it is worth it but... A FREE CSS creation software
And Finally does anyone know of a FREE navigation creatorIf you havent already guessed I am wanting to use Free Software lol! I am currently using WebPlus 10 which is good but I want to be able to create my own layout and images (improve my design skills).

have a look through http://www.snapfiles.com/freeware/ - there's oodles of free software for helping with building web sites.

The "best" is a very subjective thing, what's best for me might not be best for you!

I'd have to second the GIMP motion. It's all I've used for years, after having switched to a Linux environment. It's clean, powerful and easy to learn. Oh, free as in beer = good.

I've used Kompozer a bit, as well as its predecessor Nvu. It's fairly easy to use and does turn out some pretty decent pages for being free. It's easy enough to use that I've actually taught a couple clients how to update/edit their website using the program.
