I'm not sure if I left-out something about the rules of " Threads in Forum : Domain Name Offers/Auctions/etc." but once the member posts a topic for example in domain sale , then is the memebr allowed to repost/post about the same domain in another category with " Domain Names" and if yes after how long from the inial post?

You can only post the sale of a domain in Domain Name Offers. As far as I know, provided it is not a sales thread, I don't see why you couldn't create another thread in Domain Names forum about the same domain, provided that the thread is not a sales thread and you are just looking to discuss something about the domain.
