After reading a post in another forum I want to know if there is a thrid party billing company that allows me to setup a form on my page for the customer to enter their information, upon hitting submit, the processing company takes over (although the user dosen't know). I'm going to be running a budget web host and right now don't see the need to invest in a full blow system.

But does that actually process the CC?

Instabill.com (using it) and revecom.com is what you are looking for. One can see that you are using these to process the customers credit card, but I don`t think it will scare them away.

PayPal might be worth a look too. But not in place of a CC processor.
