Don't you think that contacting WHMCS to obtain this is the right way? If you have a legal license, should be no problem.

The WHMCMS people tell me : 'you must have ownd license' ,but I free get it from my hosting provider. the license ownd the provider.

Then you need to ask your provider for it. Anyone giving you components of the script would be violating thier license agreement by doing so.
Ask your host.
