First contact the host. It may be a misunderstanding. If you can't contact them you'll need to take more drastic measures.

If you paid on Credit Card issue a chargeback with your CC company. If you did PayPal they have a resolutions / dispute center at paypal.com.

When did you order? I think most credit card companies require a 30 day period between order and dispute.

Before jumping to dispute, give the provider the beneift of the doubt and contact them to find out what is going on first.
