Yes you can host a proxy!
You have to considere a dedicated server as your own server, you are reponsible of it.
DirectAdmin is installed for free.
for a "download speed test" please, visit our Website http://www.tophostingcenter.com/dedicated-servers.html and you will see at the bottom "Click here to download our 10 MB test file"
