Does anyone have a recommendation on shared reseller accounts that can be countedd on to start a hosting business?

I am looking to find a host that is dependable, a host that would be considered a "production" host. I need I host I can depend on to be up > 99% of the time, as starting a new hosting service will fail if I do not get good service.

I am looking at a few but have not decided.

But in answering your question, most providers should be able to easily beat 99% uptime per month. Look for 99.75% or greater.
