What exactly do you mean?

I think he means somewhere that keeps a record of the history of domain name ownership...what name servers have been used by that domain name etc. Just a guess

There was a site showing history of info/blacklist/spam of a domains. You go there and do a check to see if its safe.

But nevermind.
