It really depends on many things. When you try to do some speed test, then you should consider at least 4 things:
- how big is the bandwith pipe on the other server (where you download the test file). You can get a 100Mbps link or even Gbps, but if you are downloading from a place with only 10Mbps of max bandwidth, then it will not reflect your type of connection at all. Similary, if you try to download a file from your server with a cable modem, then of course the number will be slow. But I guess you know about this already.
- how far are the two geographical locations between your server and the test file being downloaded. The further, the lower your speed result will be
- How about packet losses? When you do the download speed are you sure there are no packet losses (at least, very minimal) between your server and the other server?
- what kind of providers? I believe you should get a higher download from a tier one provider than on cogent, for example. The reason was with tier one provider (say, UUNet), you might be getting lower latency and better peering.

People around here usually test the download speed against ftp://ftp.uu.net/uumap.tar.Z . So do try to download that file from your server, and see the result. You can also try to open multiple FTP sessions and try to download that file on each of those sessions concurrently. This way, you can tell more about your network. I have tested to download ftp://ftp.uu.net/uumap.tar.Z over 4 FTP sessions concurrently and I was able to get around 24 Mbps on each FTP session (yes, I was bursting close to 100Mbps).
