Well, it might depend on what you're looking for, what language it'll be in, etc. I.e., if you're looking for something done in Perl, you can check out perl.org's web site (possibly perl.com too) and check for any links to Perl developers or programmers. Any type of development site or job site, etc. would be a good bet too. Cheap depends on the person or company doing it. maybe post something in the offers/advertising forum will get you some responses? Good luck.

Yup. Like Tim said, go see the websites of the respective languages. You could also check out, phpbuilder.com for php. Some good forums you could see are devshed.com and sitepointforums.com
