If I want to offer podcast hosting on server, what software/control panel is suitable? What billing software would be suitable for signup and account creation?

Not aware of any particular control panel for hosting podcast, it maybe best to look at getting your own.

Although you could do a google for "podcast control panel"

As for the billing software, I have used ClientExec and Im currently using WHMCS. Again there are lots out there.
