Yes, we can install gentoo or anything you want. Please request it in the order form. It'll take longer to setup for such. And server 4 is a dual-core pentium D.

What options are there if any for adding control panels such as LXadmin and how much would that cost?

I tried ordering server 2. When I used the coupon it took the 10% off the price but it didnt take the discount on this...W2003 Enterprise Edition: $15/mo extra ($12/mo with coupon) it left it at $15.

You need to order 1 server at a time, the price for w2003 will still show $15/mo but the total amount due you need to pay will already reduced 10%, so add the (server monthly + $15) - 10% = your total due per month.
