Is there a way/option to accept payments only from paypal balance,and not credit cards via paypal?
This would be a good idea,to avoid possibly chargebacks.

Use a "Personal Account"

If people pay using credit card, Paypal will tell you.
Refund them.

One upside of doing this, you will not be charged any fees by Paypal. Receiving Paypal fund using personal account is free.

Yes, as edu4vision said, but it may reduce the number of customers you get. I have found that just requiring them to be verified takes care of MOST of the risk.

Might be worth calling paypal on this, they have a fantastic helpful staff over there.
