Depends on the host. Some offer that only for certain plans (such as reseller plans), some for any plan, and some don't offer it at all. And some will set it up for you for free, while some charge as much as a few hundred dollars.

Even if you don't have it as part of your normal plan, try contacting your host about it, he might be able to provide it to you.
