They are 2.5 - yes you can upgrade to PSA 5.0 by purchasing an upgrade from Plesk when it is released

Also, do you have any idea on how much it cost to upgrade to version 5.0?

Most plesk reseller sell license that will upgrade to 5.0 fro free. Any reason why your license requires a fee?
